Waiting list closed?

That is common, and it is not the end of the road. You can apply to any housing authority whose list is open, not only the one where you live now — and the HUD-assisted properties above keep their own separate waiting lists.

How Section 8 waiting lists work

Section 8 in Wisconsin: three things that work differently

The state law sounds protective but does not cover vouchers. Wisconsin’s Open Housing Act bars discrimination by "lawful source of income" (Wis. Stat. §106.50), but a 1995 federal appeals decision (Knapp v. Eagle Property Management) held that a Section 8 voucher is not income under that law — so in most of Wisconsin a private landlord may decline your voucher. Madison, Dane County, and Milwaukee County have local rules that DO protect voucher holders; the Tenant Resource Center explains who is covered where.

The state agency is not where you apply. The Wisconsin Housing and Economic Development Authority (WHEDA) finances housing but does not issue vouchers — you apply through the local housing authority for the area where you want to live, which is what the table above is for.

Your voucher can travel — including into the counties that protect it. Under federal portability rules, a voucher issued by any Wisconsin authority can be ported to another authority’s area — worth knowing since Madison and Dane County are where acceptance is required. The catch: if you did not live in the issuing authority’s area when you applied, you may have to lease within its jurisdiction for the first 12 months before porting out.
